Fort Louisboug was becoming the key base for handling a lot of the work that was being done in Eastern Canada. It was also the base from which the monitoring of the ice cap and weather was done. The Hawaiian government had funded the rebuilding of the facility and still a great deal of the people living there were Hawaiians although the Canadian population had grown. The Current Population of the fort was 3,000. Halifax's population was growing and there was a demand to build more things there.
